Voices of Change: Lessons from Citizen Planners 

The Rochester Research Action Project (RRAP) is a newly-launched urban research, technical assistance and community outreach initiative of Cornell University's Department of City and Regional Planning. The primary goal of the Rochester Research Action Project is to support the neighborhood stabilization, urban revitalization and regional development initiatives of community-based organizations, local government agencies, and non-profit institutions in order to improve the quality of life for residents of the Greater Rochester Metropolitan Region. 

The 2001 Planners Network National Conference will take full advantage of thehigh level of citizen organization and collaborative community problem solving taking place in Rochester! Conference participants will become actively engaged in addressing the critical social problems confronting local communities through a series on "on-site" community-based planning workshops! The conference will not be a "talking heads" event featuring endless panel presentations by outside experts. Nor will the conference be a traditional academic meeting where a long series of abstract papers are read. Instead, this will be a highly interactive meeting involving a diverse group of citizen activists, practicing planners, urban scholars, and elected officials in a series of animated discussions regarding the current state and future promise of urban and regional planning and policy-making. The Conference will utilize the rich body of participatory planning, regional cooperation and public scholarship taking place in the Rochester Region to foster thoughtful discussion of the current challenges facing citizen planners and their professional allies!

Rochester Among 4 Cities Deemed The "Most Livable"

The City of Rochester was named one of "America's Most Livable" communities by the Partners for Livable Communities, a non-profit organization that promotes better communities based upon leadership development and regional planning efforts. Rochester's designation as a livable community was based upon its award-winning Neighbors Building Neighborhoods (NBN) process that convenes citizen groups to develop customized action plans for their neighborhoods which were integrated into the City's Comprehensive Plans. The replication of the NBN model in other communities was also noted.

Neighborhood Groups Redefine Power

The Neighbors Building Neighborhoods (NBN) process was a featured article in the D & C for its long-term impact on city neighborhoods. After six years, the Neighbors Building Neighborhoods process is silencing the doubters by providing new inroads into city government and the sharing of power between city officials and neighborhood leaders. Revised action plans developed through the NBN2 Sector Action Plan update process are being used to guide activity throughout the ten sector areas.

City Program Given A Boost Of $3 Million
